Why training does not get people back to work
Most return-to-work support assumes the gap is skills. It is usually the ability to act, and with an ageing workforce and rising pension costs, closing it matters more each year. Try the interactive to see what moves it.
Why training alone does not get people back to work
The longer someone is out of work, the harder acting becomes. Repeated rejection lowers expectations and raises self-protection, so people stop applying even when they have the skills. Training adds knowledge. What is missing is a safe new experience that changes what they expect.
People who stop applying, avoid interviews or withdraw from support, often after many rejections.
The bridge
Behaviour turns an intention into a result, if it can carry the load.
The load · CUE
How the behaviour shows up
- Applies again
- Walks into the interview
- Takes the placement
Calm, SURE settles the load and the intention gets across.
In plain terms: safety and capacity, plus skills and capability, the confidence to try, and to work with others.
Why the gap widens the longer someone is out of work
Threat mode
Under pressure the mind drops to autopilot and grabs mental shortcuts. Those shortcuts get hijacked, the behaviour is the result.
Efficiency
The brain reuses what worked. The shortcut runs until it is the default, and the longer it runs, the more power it holds.
What gets people moving: capacity and capability
In the Psychology of Change, CUE names what is in the way and SURE is how we shift it.
Capacity to engage
The safety and capacity to stay open and try something different.
Capability to act
The practical skills and resources to follow through.
Why training is not the cure
Training adds knowledge. It rarely adds the ability to act.
Most return-to-work support assumes the gap is skills. But the longer someone is out of work, the harder acting becomes, not because they know less, but because repeated rejection drives expectations down and self-protection up. Field-experiment evidence shows employer callbacks fall sharply the longer a person has been unemployed (Kroft, Lange and Notowidigdo, 2013), and the confidence hit can scar earnings for decades (Gregg and Tominey, 2005). A new experience can update those expectations, but only when it feels safe enough to try. So we work on safety and capability first, then on employer pathways that make the next step real.
- Expectations go first: repeated rejection says it is hopeless, so the safe move is to stop trying
- That widens the capability gap, and financial pressure magnifies the uncertainty
- CUE reads the load; SURE and a safe new experience move it, then an employer pathway makes it real
The evidence
The stakes rise every year. State Pension spending is around 5% of GDP, about £138 billion in 2024-25, and is projected to reach 7.7% of GDP by the early 2070s, with the number of working-age adults per pensioner falling from 3.4 to 2.7 (OBR, 2025). The number of people at State Pension age is projected to rise from 12.0 million in 2022 to 13.7 million by 2032 (ONS, 2022-based projections). An economy with fewer workers behind each pensioner cannot afford to leave willing people out of work, and the hardest to reach are those who have been out longest.
